April 16, 2019 Margarita Pakhnotskaya, Russian Anti-Doping Agency Deputy Director General spoke in the panel “Sport and Human Rights” in the framework of advanced training courses for civil servants and judges “Implementing international and constitutional guarantees of human rights in Russian law and law enforcement practice” organized by MGIMO-University European Institute and the Council of Europe.
The event was attended by judges of the Constitutional Court of the Russian Federation, regional courts of Europe, representatives of the Russian competent state bodies, human rights institutions, prominent international and Russian scientists and experts.
In her speech, M.A. Pakhnotskaya focused on the importance of respecting the rights of an athlete at all levels of their professional activities, spoke about the rights and obligations of an athlete in the field of Russian and international anti-doping legislation.
She presented an overview of the activities of the RUSADA Disciplinary Anti-Doping Committee and highlighted the main developments of the Council of Europe Ad hoc group on the rights of athletes in the field of anti-doping, of which she is an expert.
