Priority anti-crisis measures of RusAF reinstatement,
including World Athletics membership reinstatement
offered by RAA RUSADA*
I. Establishment of an International working group on RusAF reinstatement, including World Athletics membership reinstatement.
1. To establish an International working group on RusAF reinstatement, including World Athletics membership reinstatement, which should include:
1.1. RAA RUSADA representatives (hereinafter – RUSADA) – RUSADA Director General Y. Ganus and RUSADA Deputy Director General M. Pakhnotskaya;
1.2. RusAF management bodies representatives – RusAF acting President and the Board representative – total of 2 members;
1.3. World Athletics/AIU representatives – total of 2 representatives, with a preliminary RusAF Working group request to the World Athletics/AIU – upon confirmation of the World Athletics/AIU consent to participate in this group;
1.4. RusAF Independent Athletes’ Commission Representatives, upon confirmation of candidates from World Athletics/AIU and RUSADA – total of 4 representatives - at 2nd stage – RusAF Independent Athletes’ Commission, which structure has to be coordinated with RUSADA, has to be created within three months after the Working group establishment;
1.5. Honored representatives of the country athletics, in no way related to the doping crisis and whose actions cannot be recognized as grounds for the doping crisis emergence and its conditions in the RusAF, who previously were not made ineligible and who do not have athletes, made ineligible recently or previously for anti-doping rule violations, when confirming candidates from the World Athletics/AIU and RUSADA – total of 4 representatives;
1.5. Representatives of the Ministry of sports of the Russian Federation – 2 representatives;
1.6. ROC representatives – 2 representatives;
1.7. The Working group shall select the head of the Working group, who shall be elected by agreement of the parties;
1.8. The Working group approves the RusAF acting President and approves, on his proposal, RusAF management team, with the possible inclusion of third-party candidates in it, upon agreement with the Working group;
1.9. Members of the Working group are agreed with the World Athletics/AIU.
II. Priority anti-crisis measures of RusAF reinstatement list, including World Athletics membership reinstatement
2. The RusAF acting President, in the shortest possible time, after being approved by the Working group, with the support of the RusAF management team, prepares comprehensive list of priority measures, which should include measures to reinstate RusAF and lead RusAF to the World Athletics compliance, which is approved and monitored by the RusAF Working group (in cooperation with the AIU and the World Athletics Task Force Group), including:
2.1. Makes a list of all RusAF crisis issues, which served as the basis for bringing charges against RusAF and the suspension of the former RusAF management for immediate analysis, finding and implementing effective solutions based on international standards, principles and values, in cooperation and integration with AIU and RUSADA.
Term – immediately after the establishment of all working bodies.
2.2. Establishment of RusAF expert group, agreed with the Working group, with the obligatory RUSADA approval, to conduct an internal investigation, in cooperation and integration with the AIU, RUSADA and law enforcement agencies of the Russian Federation, on the Lysenko case, on prohibited cooperation cases, on cases initiated by RUSADA in Chuvashia and on all other critical RusAF cases.
Term – immediately after the establishment of all working bodies.
2.3. Conducting internal investigations, in cooperation and integration with the AIU, RUSADA and law enforcement agencies of the Russian Federation, on the Lysenko case, on prohibited cooperation cases, on cases initiated by RUSADA in Chuvashia and on all other RusAF critical cases.
Term – immediately after the establishment of all working bodies.
2.4. Investigation on the RusAF/STC coaching staff, heads of regional STCs, as well as on the heads of SSHS and other athletics sports training centers associated with doping crisis, whose actions can be recognized as the basis for the emergence and development of doping crisis and its conditions in Russian athletics, and previously ineligible for anti-doping rule violation, in cooperation and integration with the AIU, RUSADA.
Term – immediately after the establishment of all working bodies.
2.5. Development of a RusAF compliance reinstatement Roadmap according to the World Athletics/AIU and RUSADA requirements, with its subsequent implementation by RusAF and monitoring by the World Athletics/AIU and RUSADA.
Term – 3 months, after the establishment of all working bodies and after coordination with all stakeholders.
III. List of priority anti-crisis measures for RusAF-STC personnel
3.1. Suspension in full of the national Russian athletics team coaching staff, followed by replacement by candidates agreed with the Working group and RUSADA, after approval by the Working group;
3.2. Submission for the approval of the Working group candidates for the position of the national Russian athletics team acting head coach, not related to the doping crisis, whose actions can be recognized as the basis for the emergence and development of the doping crisis and its conditions in Russian athletics, not under investigation, ineligible at the moment or previously for the anti-doping rule violation;
3.3. Removal, with the subsequent replacement of officials in STC, in regional STCs, and also heads of SSHS and other athletics sports training centers, persons responsible for the organization of training and competitions in athletics of Russia, other heads which actions can be recognized as the basis for emergence and development of doping crisis and its conditions in athletics of Russia, and also being or earlier being ineligible for violation of anti-doping rules, for the candidates agreed with the Working group and RUSADA, after approval by the Working group;
3.4. The RusAF management team audit, with the suspension in full of existing RusAF management bodies from the Federation management, persons whose actions may serve as grounds for the emergence and development of doping crisis and its conditions in athletics of Russia, who are under investigation, ineligible, and who was previously made ineligible for anti-doping rules violation, after approval by the Working group;
3.5. The establishment of a new RusAF management bodies structure at all levels, with the preliminary admission to the elections of candidates through the approval of the Working group, with the selection of candidates whose actions will not be able to become the basis for the emergence and development of the doping crisis in the Federation;
3.6. The RusAF acting President and the Working group shall take immediate measures to form RusAF Independent Athletes’ Commission, consisting of athletes (with mandatory approval of candidates by authorized representatives of RUSADA and World Athletics/AIU), in no way related to the doping crisis, whose actions cannot be recognized as grounds for the emergence and development of the doping crisis and its conditions in athletics of the Russian Federation, not under investigation, ineligible at the moment or previously for anti-doping rule violations. Representatives of the RusAF Athletes’ Commission will be part of the RusAF Working group to protect the interests of clean RusAF athletes in decision-making, which is critical in the transition phase of the RusAF transformation and reinstatement and they will continue to work as part of the RusAF Athletes’ Commission after the RusAF reinstatement;
3.7. RusAF acting President and the Working group shall prepare, organize and conduct the election of a new RusAF governing body, which will include persons in no way connected with the doping crisis, whose actions cannot be recognized as grounds for the emergence and development of the doping crisis and its conditions in Russian athletics, who are not under investigation, ineligible now or previously for anti-doping rule violations, after approval by the Working group;
3.8. RusAF medical personnel audit, including suspension from work with RusAF athletes of all medical personnel associated with the doping crisis, the actions of which can be recognized as the basis for the emergence and development of the doping crisis and its conditions in Russian athletics, under investigation, ineligible at the moment or previously for anti-doping rule violations, after approval by the Working group;
3.9. Revision of the qualitative level of organizational interaction between RusAF and STC, its correspondence, with the evaluation of its effectiveness, level of interaction, the degree of control and influence to overcome the development of crisis situations related to RusAF – STC on the basis of the required feasibility, presenting their conclusions to the RusAF Working group. Establishment of RusAF – STC appropriate organizational structure, providing proper levels of efficiency, interaction, degree of manageability and degree of influence on overcoming of crisis situations.
3.10. Establishment of the RusAF Ethics Committee, with approval of its members by the RusAF Working group, with mandatory confirmation by RUSADA and World Athletics/AIU.
* along with the extension of the previously signed RUSADA-RusAF agreement, to ensure proper anti-doping support for RusAF athletes.
